halo2 icicle version update #839

Summary:
This PR updates the halo2 version in the Cargo.toml to point to current branch that contains updated ICICLE integrations.

Details:

The halo2 dependency in the Cargo.toml is temporarily set to my branch for testing and development purposes.
After the halo2 updates are merged, the dependency can be switched back to the main branch for continued use.
