Use language short-code in header on mobile

Description

Alternative approach to #70 for improving the space the language selector takes up on mobile.

• On mobile devices, changes the language selection menu to only display the language short codes to keep the width narrow.

Personally prefer the option in #70, but posting both for folks to check out and comment on.
