Add an executive summary #1

Proposed contribution: include an "executive summary" describing at a high level the structure and content of the overall "ZKProof community reference" document; the new text may also allude to the purpose, aim, scope and format of the document.

Related locations: preamble of the document, before the table of contents.

Proposed contributors: the NIST-PEC team (Luís B., René P., Angela R.)

Contribution context: Proposed in the "NIST comments on the initial ZKProof documentation" (April 06, 2019) --- items C5, D2--D5.

Our initial contribution is detailed in section 2 ("Proposal about Executive Summary") of the "NIST-PEC contributions to advance the draft ZKProof Community Reference from version 0.1 to 0.2"
