chore(ci): update CI to use dtolnay/rust-toolchain #90

The actions-rs cargo repository has been archived, so this PR just updates the CI to use dtolnay/rust-toolchain instead. It also has a more concise one-line usage with sane defaults.

I also bumped the rust version to stable here, otherwise rstest seems to complain that 1.67 is the oldest version of Rust that is usable.
