As a follow up to #84, and basically replacing it(!), this PR looks at the --impute.range and --tag.range options and loads only the chromosomes that are included in those ranges

As a result, the --_debug_build_chr is no longer really needed and it is not included in any tests any more

... as you can see from the diff in this PR, I changed the command for many of the tests, simply removing the --_debug_build_chr option. Then I reran the tests to confirm that they gave the same results and also to confirm that (due to this PR) the memory usage is still small
