Update packages #129

This is probably not too important, but I wanted to see if we could update the packages.

Turns out, we can.

osm-auth stay the old version, the new one is Oauth 2 I think
webpack required a config update (option renamed)
jest required a config update (option removed which got it working)
the eslint defaults changed, which required quite a few changes and added auto-fixed changes; some I worked around with ts-ingore-line

This version is online at https://github.com/tordans/parking-lanes/ / https://tordans.github.io/parking-lanes/#18/52.47912/13.42482 and it looked good to me.

One more thing, the first time, I had to run npm i --legacy-peer-deps once to get rid of some eslint-dependency error. But afterwards it all installed fine. — Don't know enough to understand the details of this…
