Scrolling regression on mobiles #152

Looks like there's been a regression with scrolling on mobiles.

Android 13, Galaxy UI 5.1 Chrome 116.0.5845.172

Desired behaviour when scrolling within the edit window is for the edit window to scroll. Instead the background map scrolls. This was occurring, was fixed and appears to have started again with a regression bug.
