Tag updates are not stored in OSM

When I use the tag update feature, the changes are not stored in OSM.

There are two issues

1. Only using the tag update does not trigger the save button
2. When I change something else and store that, only the regular changes are stored in OSM

Testcase:

• https://www.openstreetmap.org/changeset/156604158#map=18/52.461654/13.527917&layers=N has only one change
