Add functionality that enables and disables controls appropriately to help guide the user as the user interacts with the UI.

Maybe, this ought to be broken up into several smaller issues - for specific views?

I agree. This is kinda a large requirement and might be more easily done as smaller components.

Use commands for each button that has data that must be validated beforehand.
