Arg parse priority + -A/--ansi arg #46

Change the arg parsing priority to read config files before CLI args.

Add a -A/--ansi arg to not do ANSI stripping. Mainly useful if a config file has NOANSI set to be able to override this and include ANSI codes in a paste.
