Failed Call using iLBC

What steps will reproduce the problem?
1. Set only the codec to iLBC

What is the expected output? What do you see instead?
Cannot all any phone, why? 

What version of the product are you using? On what operating system?
IMSDROID V2.0 and the OS is android 2.1
