use const in parameters when applicable #453

Normally I use const everywhere I can. This has, however, brought some minor 
problems when using BWAPI. For example Unit::isInWeaponRange(Unit*) const, does 
not use const on the parameter.

I guess this goes for some unit commands too, like Unit::attack(Unit*), but 
maybe not for Unit::load(Unit*).

I have solved these issues for now with some const_casts. :)
