Can headings be used to intercept the ILS

Yes, that is how you're meant to do it if an airport does not have a defined set of waypoints leading to the ILS.

Use the command 'fh###' for headings, ### being a 3 digit heading (ie. 090) and 'ils ###' to clear an aircraft for the ILS, ### being the runway.
