Top Altitudes for SIDs #762

A "top altitude" is usually posted in SIDs, that limits how high the aircraft on the procedure can climb when they are told to "climb via SID". Currently, the sim just climbs them to their cruise altitude and complies with the altitude restrictions along the way, but ideally, we would have the ability to define the top altitudes, by category of aircraft (J, T, P) for each departure procedure at a given airport.
