Display list of technology used in the project #119

The data comes from GitHub repo + Google spreadsheet. See Issue 9 for more details.

Technology used is displayed in the project page layout and in the card layout in the hub. In the card layout see Item #10 in the screnshot below. The info is also displayed in one of the bottom panels in the project page: http://codeforkc.org/Code-for-America-Projects-Hub/prototype/CfAprojectPage.htm.
