Binder configuration #19

With ea83f098a018eb4ff4b0dab2a5e803d084a0ccea I was able to get the Fortran model to work on Binder, but really it would be better to add more Binder config (apt.txt) so that gfortran is installed and available without any extra notebook steps. This can be in a .binder dir.
