fix extract contracts report template #11

extracted contract reports  display $c.x reference in the extension column
for all contracts instead of the actual value. in both exel 2007 and
OpenOfice3.0.0 - calc.

doesn't happen for net.java.treaty.eclipse type contracts, only for org.eclipse 
type
