Vocabulary is a useful idea in many component models but at the moment it
is only in the eclipse treaty plugin. Might be good if it was abstracted so
models like OSGi could use it easily.

perhaps on the framework level we could just have libraries and wrap them with
plugins on the Eclipse layer
