memcached -l <ip address> command not working. #382

What steps will reproduce the problem?
1. memcached -l ip address
2.
3.

What is the expected output? What do you see instead?
memcached should start but I see
bind(): no error
Failed to listen on TCP port 11211: no erroe

What version of the product are you using? On what operating system?
memcached-win32-1.4.4-14 this is the folder that I have downloaded. It is 
happening on windows server 2008 and windows 8.1

Please provide any additional information below.

That old windows version (or any windows version, sadly) are not supported by 
us. Sorry :/
