Build R packages the Ubuntu way #34

For some reason, the current R built from source crashes on install.packages("arrow") but R installed from .deb packages works. We want the arrow package for added interface capabilities with the Python libraries.

Expanding the scope of this - will refactor to replace most of the bash with R
