CustomerNotificationsDisabled option

Proposed change

This mod introduces new SysConfig parameter CustomerNotificationsDisabled that allowes one to disable sending notifications to customers with Ticket Notifications (extra protection against customer spamming).

@pboguslawski We do not accept this change. The same behavior can be achieved by not selecting the customer user as a recipient.
