NotificationEmailDefaultTemplate option added

Proposed change

This mod introduces new SysConfig parameter

NotificationEmailDefaultTemplate

that allowes one to specify default template (from Kernel/Output/HTML/Templates/Standard/NotificationEvent/Email directory) to use when sending notification e-mails.
