Bug - Setting Ticket::Frontend::AgentTicketFreeText###NoteMandatory has no effect #471

Environment

Expected behaviour

The system setting "Ticket::Frontend::AgentTicketFreeText###NoteMandatory" should force an agent to add a descriptive article for changes on that page. The description of this setting says "Sets if note must be filled in by the agent. Can be overwritten by Ticket::Frontend::NeedAccountedTime."

Actual behaviour

Neither "Ticket::Frontend::NeedAccountedTime" nor "Ticket::Frontend::AgentTicketFreeText###NoteMandatory" forces a user to add an article.

How to reproduce

1) activate one or both of the above mentioned settings 2) open a ticket 3) navigate to "misc - Free Fields" 4) "add article" section is missing

I realised not having set "Ticket::Frontend::AgentTicketFreeText###Note"
