Since the behavior of Kernel::System::Web::Request::GetUploadAll changed with the following commit:

Fixed bug#8962 - RequestObject GetUploadAll Source 'File' option is unused: https://github.com/OTRS/otrs/commit/7ad58c88313ac634e85630550fb844f1c366b221
