NVDEC Support #13

It looks like 1.6.0 supports NVDEC now with the compile time flag --enable-nvdec, can this image be updated to support this?

I have pushed a new image with --enable-nvdec enabled, but I am not quite sure how to test that it actually works, since from my testing I do not see any difference in GPU load compared to the older build.

Yeah I can see the flag is enabled in the activity log, but handbrake is still deciding to use software decoding on the files I have queued up. May be additional work needed by the HB team on that front.
