arm64 rework #32

For evaluation

includes arm64 libs
support libraries migrated to androidX, so minSDK is 14 now
some cleanup
updated gradle configs
map download works again on android O and newer
started to rework storage paths (wip)
started to rework intents (wip)
mapdownloader fetches a newer version from CI for some maps as a temporary solution
notifications fixed for newer sdk's (notification channel ...)

need further work

routing offline
routing online broken because the OSRM API changed
navigation
translations
demo vehicle
