cocoro: missing pullup on NRST #3

Even added a decoupling cap to NRST but forgot to add a pull up resistor.

Reference design (fig. 10) on AN2752 (Getting Started with STM8S and STM8AF microcontrollers) lists a 10k Ohm resistor on the BOM, but the diagram shows no pull up resistor on it and unless I burnt the chip while soldering, it seems the pull up has no effect, the pin by itself already sits at 3V
