Allow user to set detection threshold in SensitivityOptimizer #62

This pull request adds an optional argument -s to the SensitivityOptimizer to let the user set the detection threshold (in sigma) to be used to calculate the sensitivity. Previously, this value was hardcoded to 3 sigma. The default is left at 3 so that the default behavior does not change.
