When writing tokens ensure encoding matches the tokens we are writing Bump gemfile versions

Hi @niciliketo, I have encountered the issue as well. Thanks for your help. However, I've noticed that delete_oauth_tokens may cause the same problem. It will be great if you help to fix it too :)
