Different Rules Flavors #1

What steps will reproduce the problem?
1. Use the rules at Goucher college

What is the expected output? What do you see instead?

There should be Goucher-style rules, along with our modified high school rules.

I propose having a variety of rule templates, each one implementing a
different flavor of the rules.  Each game will have a pop-up selection box
that allows the administrator which rules to use.

Eventually, administrators should be able to write their own.

I think this feature is needed enough to be included in the 0.3 release.

Here's the roadmap for this feature:

Version 0.3 - Add Goucher rules as a server-wide configuration option
Version 0.4 - Add rule flavors as a per-game attribute
