Sending in Kill Reports #12

Players should be able to send in kill reports to an email address and have
it be parsed, and entered into the system.  This would also enable sending
by text messages.

Potential problems:

  * How do you verify which user it is?
  * What if they send in HTML?

This has been requested by many people from our game, so I'm bumping it to 
Version 0.4.
