Client Data API #16

In the interests of being cool, up-to-date, and buzzword-compliant, we
should have a Data API so third-party programs can access the server,
collect statistics, or do other things we haven't thought of yet.  We could
do this through JSON, XML-RPC, or other such technology, but it would be
helpful if we had this.
