Header of GUI #125

Issue #114 pointed out a bug in the language switching links, and #124 created a fix which needs some adjustments. What is a "normal" width of a browser window and what elements should be displayed then? What should happen when the window gets narrower or wider? What elements should be hidden or added, respectively? Or moved to another position?

Some inspirations:

Angular website (our main GUI framework)
React website (another GUI framework, also open source)
Bootstrap website

The three use small icon in the header nav bar. It's very clean !

I think the "Angular Website" solution could work well.
