Remove feature "Randomized capitalization" #160

Zonemaster-LDNS is mean to for Zonemaster-Engine (and Zonemaster-Backend and Zonemaster-CLI). The feature "Randomized capitalization" is not useful for Zonemaster and there is no reason to believe it will be.

Make the the feature deperacted from v2023.1 and removed from v2023.2.

@pawal, do you have any insight in the randomization feature? It is off by default in Zonemaster.
