continue to accept new submission even after the race start. but the best way to take it is to reduce the odds to less than 0 or at 1 so that even if the prediction comes out correct.

half way in the race, we have to lower the odds.

because the odds are small, it can be a small encouragement to gain some scores for the leaderboard
