Los Angeles changes #10

We decided after we finished the LA spec that duplexes are considered single family homes for the purposes of this project. Additionally, all zones that permit multifamily also permit single family in LA, so we need to go back and replace all the singleFamily=0 multiFamily=1 zones in the LA specfile with singleFamily=1 multiFamily=1.
