Most NCDs (NCD-1, 2, 3, S and all special ones except Excelsior and Japantown) take on the density limit if it is greater in the nearest R zone. (I'm going to assume that this means the higher density, not the higher minimum lot size). We can take care of this with a postprocess hook.
