CalBug: add Canadian provinces and Mexican states to drop-downs #259

Can you add these lists to the CalBug State drop-downs for Canada and Mexico please?

Canadian provinces (for State drop-down):

Alberta British Columbia Manitoba New Brunswick Newfoundland and Labrador Northwest Territories Nova Scotia Nunavut Ontario Prince Edward Island Quebec Saskatchewan Yukon

Mexican states (for State drop-down):

For Herbarium as well please! I have seen the comments about this on the Talk page and have been meaning to request this.

We still want to do this and make the other changes to the behavior when country is "unknown" right @chrissnyder ?
