Tool buttons don't turn highlighted to show that tool is active #152

Clicking Annotate Text/Image doesn't turn the button to highlighted state, so it's not clear that clicking the button had any kind of effect.

Safari 9.0 (11601.1.50) and Chrome 44.0.2403.157 (64-bit)
