Having the project out of data message refer volunteers to another live project with data #3896

Currently the out of data message says

On Ouroboros projects that was done manually with a pop up and it was really useful for getting help to another projects. It was one of the big benefits of being on the Zooniverse platform. But with panoptes, that doesn't happen because of the number of projects and the setup. It seems like this could be automated to select a project in the same category and suggest it in the out of data message.

Maybe we should include a link to the projects page with the same discipline tag (if set). A recommendation engine service for projects would be ideal here.

I think this is very important. I think it's one of the things Ouroboros did right that should be in panoptes. Whenever most Ouroboros projects were out of data, there was a usually custom message directing people to another project. I have seen the benefit in classifications from that. Currently the platform doesn't utilize or maximize the benefit of hosting so many projects. It means that currently someone see that the site is out of data and leaves, from my own experience the message likely kept more people engaging classifying since they didn't have to go look for a new project there was already a suggestion for them to try out. My bet is now, most people see the out of data message and leave the site and do something else.

Still think this is super important, having gotten huge spikes from popular projects being out of data and referring volunteers to my projects.
