should the "difficulty" reducer become a running reducer? #835

Now that training subjects in TESS are set to never retire, it is possible for them to accumulate hundreds or thousands of classifications in the same way that users can. If this becomes a source of slowdown, it might be necessary to make it a running reducer as well.
