Deploy with GitHub Actions #14

Replace the Jenkinsfile with a GitHub workflow that runs the Docker build, then deploys it to kubernetes.

Deploys should use the cd-cd repo's shared workflows. I created a new PR before I saw this one, this should be closed in favor of that one: https://github.com/zooniverse/classroom-maps-api/pull/15
