Custom configs offical docker base image #3

move from the old fork this repo was based on to using the official base images for docker but with custom config directives (think running our own postgres container for travis testing, etc).

I'm not sure about the history of this repo being based of a fork and this pretty large breaking change away from that original repo. I'm inclined to rename / delete this repo and re-push this work back as a blank starting point in the new name. Thoughts?

Hmm, yeah, maybe just rename this repo for now and make a new one.
