Implement "Save as you go" transcription #118

With transcribing if you don't click ‘finished’ everything is lost. If you do click ‘finished’ you cannot come back to the page even if you did not fill in all the boxes. Tests have showed that the page does not go to anyone else to finish filling in. This means that, unlike OW3, you have to transcribe the entire page in one session.
