Subject set completeness counters not updating #3764

There have been a couple of cases of the subject set completeness counters in the indexing tool (Scarlets and Blues project) not updating as subjects retire.

Current example on Wildwatch Kenya where Front page counter shows no subjects retired but researchers are seeing retirements in background data pulls
