Replace Sidetiq with Sidekiq-cron #322

Sidetiq has been archived and no longer maintained (repo also no longer exists). As we look into upgrading Rails versions to 5+, this will be an issue.

Gonna need to wait till the dual boot PR merges to hit this with a merge to have it to re-run the CI stack and run the new workflow.
