Capture usgs connection errors #162

usgs api connection has been finicky in the past, in a prod setting, hard to catch when connection to landsat data api fails, adding a capture message when usgs returns errors

i think the issue i had with sentry when trying to add the package is that it conflicted with libtiff, so i had to install a different version of a subdependency of sentry and sentry to get it to work.
