Additional FB security rules

• [ ] Validate /users/$user/$issue as boolean
• [ ] Validate /issues/$issue/vote_count as positive integer
• [ ] Check new data against old data and make sure user can only increase / decrease by 1 at the right time

I'd do it now, but there's a bug on the Firebase rules simulator when running on small screens :(
