This PR updates WildCam Gorongosa Lab to be compatible with the new version of the EduAPI on production, which requires a specific program ID for the Gorongosa educational program. (See PR #325)
Specifically, this adds the Program ID for Gorongosa Lab. (It's 3, in case you're wondering.)
A small fix was also added, to allow Classrooms to be edited with blank descriptions.
The "Down for maintenance" banner has also been taken out.
