Add RefluxPromise #222

Fixes #219 and supersedes #221. Adds reflux-promise. Also changed all the packages in package.json to use tilde to make that consistent.

Thanks @srallen ! The code changes LGTM, and the reflux-promise fixes the problems IE/Edge had.

I'm merging this PR, but I encountered some wonkiness that'll prevent me from deploying from my Windows machine - I'll open a separate issue and tag you in that to get your opinion.
